A parallel is drawn with a similar policy towards soft drugs in Amsterdam. By providing the rules of what one should and should not AND by NOT enforcing these rules, an eco system is created where every individual perceives freedom of choice. By allowing this non-conformist behaviour, people perceive freedom of choice, whilst in reality the still operate within a larger frame of controls and rules.
